- Pakistani National with valid CNIC
- Salaried individuals (local or expatriate), businesspersons, self-employed, landlords, retirees, agriculturists, and those with rental income/foreign remittances
- Age:
- Salaried: 23–60 years (Age of retirement minus 3 years)
- Business/Self-employed: 23–65 years
- Others (rental, agriculture, etc.): 23–65 years
- Minimum employment/business experience:
- Salaried: 2 years (permanent), 3 years (contractual)
- Business/Self-employed: 3 years
- Others: 3 years
